The modifier "30X" sould be written above the tolerance frame. And I miss the reference definition... To make it work just do this: make normal pattern TP and fill features in it check rotation and translation and click "Now calculate" and close windows create new TP callout ( or copy previous ) here you can select pattern alignment.
